‘Construction Market in Poland – April 2020’, by Spectis

POLAND Construction sector confidence levels fell for the twelfth consecutive month in March, according to the latest report by Spectis.

The seasonally-adjusted confidence index was not only negative but also a three-year low. And this was before the full impact of the Covid-19 lockdown could be estimated, so Spectis expects confidence to “fall dramatically in April”.

January and February were good months for manufacturers and the stocking up of materials from DIY stores, particularly in the second half of March, should mean high levels of production for basic building materials in March and April. According to Spectis, this should give the sector a “valuable buffer” to cope with the economic downturn. Also, in previous downturns it was the retail sector that kept the economy afloat, whereas it will be the hardest hit sector now. The hope is that manufacturing and construction will take its role in the current crisis, with both the Polish roads (GDDKiA) and railways (PKP PLK) having declared their intention to continue all ongoing investment projects.

However, leading Western construction groups such as Porr, Strabag, Ferrovial and Vinci have decided to suspend work on all their sites in the wake of the epidemic. If Polish constructors were to follow suit, the entire sector could risk collapse, caution the authors of the report.
