The interests of the developer and the city can be harnessed together - but doing so still stirs up some strong feelings. How can we tap into the hidden potential in the common objectives of investors and boroughs? How to build citizen-friendly cities and at the same time make a good profit out of it? What are the responsibilities of government officials and what rights do developers have? Why do we need zoning plans? How to finance the projects needed by boroughs? Answers to all these questions will be given at The 1st Investment Conference for Boroughs in the Warsaw Area: City-Vision - Warsaw.

1540 - 1555 THE CONVERGENCE OF SEEMINGLY CONTRADICTORY OBJECTIVES TO ADDRESS TODAY'S REAL CHALLENGES
Bad planning is worse than no planning at all, but what are todays real issues? Usually the focus of planning discussions is on public and private sector economies. How do we make cities that are affordable to operate for fiscally limited public sectors? How do we make them attractive for private investment? Good questions, but as import_ant as they are, they must be guaged in the face of declining health of the population in major cities around the world and an ever expanding carbon footprint, inspite of a range of "green" initiatives. The beauty of a good plan is that it is the cost effective way of dealing with these big picture issues while allowing cities to better balance their books as well as putting more money in the pocket of the real estate industry. We will consider how these seemingly conflicting interests can converge through the right mix of density, diversity and social inclusion. Not only can they converge, but they must.

1555 - 1635 ZONING PLANS - A NECESSARY EVIL OR THE PERFECT SOLUTION?
The lack of zoning plans is the biggest problem facing cities. They are required by both boroughs and investors. But should they be necessary? Is the passing of a zoning plan the end of the process? What obligations do zoning plans impose on property owners, local government and developers? How to coordinate the public interest and investors' needs? And is this even possible? Should a plan be drawn up to meet the needs of an investor or should an investor compromise to meet the requirements of a plan?

1635 - 1715 INFRASTRUCTURE IS THE KEY TO SUCCESS
Schools and pre-schools, local roads, sewerage systems, public transport, citizen-friendly areas - who should finance all this? Should developers be getting involved in infrastructure projects in the first place? What are the responsibilities of the developer and what are those of local government? Are banks willing to finance municipal projects?
